Accurate and dependable data is essential for planning, framing policies and developing programmes in order to address any issue in a focused manner. It is true of the data on persons with disabilities. The statistical information should not only be accurate, it should also be available within a reasonably acceptable time frame before it becomes obsolete. It is also necessary that the data cover wide range of information, such as type of disability, age profile, rural and urban distribution, education, employment status, etc for effective intervention and desired outcomes.

Collection of data on disability dates back to 1872 with the first Indian Census. Until 1931, it was referred to as infirmity. The National Sample Survey Organisation (NSSO) made the first attempt to collect data on the number of persons with disabilities in the 15th round during July, 1959 to June, 1960. However, those data did not contain the required details, nor was it a regular feature. 

The infirmity rate per 1 lakh population varied between 228 to 369 during 1881 and 1931 i.e. approx 0.23 percent to 0.37* percent of the population. The infirmities included insanity, deaf-muteness, blindness and leprosy.

NSSO in its 58th round during July-Dec, 2002 collected detailed & comprehensive information in respect of persons with visual, hearing, speech, locomotor as well as mental disabilities. On the request of Ministry of Social Justice & Employment, Registrar General and Census Commissioner of India (RG&CCI) also included the question on disability status in Census, 2001. Summary of the findings of the two organizations are given in this chapter.

Comparative data on disability - NSSO - 02 & Census - 01

The NSSO-02 Survey was based on 4637 villages and 3354 urban blocks in the country. A total of 45,571 households in the rural areas and 24,731 households in the urban areas were surveyed as sample. On the other hand, the census provides relatively complete coverage of the population characteristics. However, definitions of different disabilities and the extent of disabilities being complex issue, it is difficult to adequately train the enumerators and for them to collect and capture detailed and correct information in respect of each individual. 

It is also difficult to collect specific data with reference to the definitions of different disabilities as given in the Persons with Disabilities Act, 1995. Despite all these limitations, RG & CCI and NSSO have provided the comprehensive data to a great extent. As per the NSSO - 2002, the estimated number of persons with disabilities in India was 1.85 crores i.e. 1.85 percent of the population. The Census 2001, estimated it to be 2.19 crores (2.13% of the population). Though the variation between the total population of persons with disabilities in the country is small, the disability wise variations are too wide. The figures are given in the following table -

One of the important and crucial points to be noted is that 75% of the persons with disabilities are in the rural areas as per both the estimates.

The difference in the data of population of different disabilities is stated to be primarily because of the adoption of different definitions of disabilities by the two organizations.

NOTIFICATION FOR FILLING UP OF POSTS UNDER DISTRICT SELECTION COMMITTEE (DSC, Group IV) AND OTHER THAN DISTRICT SELECTION COMMITTEE (ODSC, CLASS IV) IN THE SUBORDINATE OFFICES FOR BACKLOG VACANCIES EARMARKED FOR PHYSICALLY CHALLENGED PERSONS WITH DISABLITIES.

Applications are invited from eligible disabled / physically challenged candidates by 5.00 PM on 25.04.2015 to submit in the O/o the Assistant Director, (Disabled Welfare), O/o the Collector Office, Lakdikapool, Ranga Reddy District for appointment of DSC (Group IV) posts and Other than DSC & Class IV in the subordinate Offices of Ranga Reddy District for limited recruitment for backlog vacancies earmarked for Persons with Physically Disabilities.

Method of Recruitment: Selection will be made for DSC (Group IV) posts on the basis of marks obtained in the qualifying academic examination for the limited recruitment of backlog vacancies of physically challenged persons as per G.O. Ms.No.74, General Administration (Services.A), Dept., Dt. 14.02.2007.

Method of Recruitment: Selection will be made for ODSC and Class IV posts shown at category B as per instructions issued by the Director, Welfare of Disabled and Senior Citizens, Hyderabad vide Memo.No. C2/2749/2009, Dt. 25.07.2011. The following criteria will be adopted by fixing 50 marks scale in addition to the requisite qualification to the post.

1. Maximum marks allotted for age                 :           15

2. Maximum marks allotted for percentage  :           30

    of disability          

3. Marks for multiple disabilities                           :           2½

            4. Marks for those who have more than one :          2½

    disabled in a family

All the applications will be verified keeping in view of above guidelines.

            Disabled candidates who are willing to apply to any of the posts notified above should invariably enclose authenticated proof of each of the above parameters to each of the post / category separately.  Failure of produce any of the above desired certificates will lead to rejection of the application and no further correspondence will be entertained in the matter.

            If all relevant factors governing recruitment are equal, preference is employment shall be given to the disabled having higher degree of disability, the genuineness of the medical certificate and in the case of ambiguity of doubts; the same shall be referred to the Appellate Medical Board as per the instructions of the Government.

Note (i)i: Approximate number of vacancies in each category of posts in the district is given above. The vacancies given are subject to decrease or increase according to circumstances.

            In case where visually handicapped and hearing handicapped persons studied in the Special Schools meant for them, the native place of the parents of such visually handicapped and hearing handicapped persons shall be the taken as local cadre.

Note (iv): Selection of an applicant by the competent authority carries with no guarantee of actual appointment.

Note (v): G.O.Ms.No. 34, General Administration (Ser. A) Dept., Dt. 1705.2003.

            The visually Handicapped persons, who studied higher studies such as SSC and above directly without the basic qualification of VII Class prescribed may be considered for appointment to the posts of Attender and other Class IV categories without insisting for passing of VII Class, in the event of non availability of VII candidates with basic educational qualifications prescribed for the said posts.

IMPORTANT INSTRUCTIONS

1. Applications should be neatly written and enclose relevant Xerox copies of duly attested documents i.e., Nativity Certificate, Bonafide Certificate, Disability Certificate, requisite marks memo, parents nativity evidence as informed above. Failure of submission of any of the above documents should invariably reject without any intimation.

2. Completed application forms should be sent by REGISTERED POST /or handover in person at O/o the Assistant Director, Disabled Welfare O/o the Collector Office, Lakdikapool, Ranga Reddy District within the stipulated time, addressed to the District Collector, Ranga Reddy District subscribed as “ Application for the post of DSC or Other than DSC”. The applications addressed to the Officers other than District Collector will not be entertained and liable for rejection.

3. To Check local candidate in relation to local area means a person who studied in an educational institution in such local area for a period of not less than four consecutive academic years in which he / she appeared or as the case may be first appeared for SSC or equivalent examination or when during the whole or any part of the four consecutive academic years in which he appeared for SSC or equivalent examination, he / she has not studied in any educational institution, if he / she resided in the local area for a period of not less than four years immediately preceding the date of commencement of SSC or equivalent examination in which he appeared or first appeared as the case may be.

4. In reckoning the consecutive academic years during which a candidate has studied in any period of interruption of his study by reason of his failure to pass any examination shall be disregarded.
5. All correspondence will be made to the address in the application only. the requests for change of address will not be entertained. 
6. Candidates claiming to have rendered regular Govt. Service or Claim to have worked in Census Dept. and retrenched will not eligible for the concession allowed if evidence is not produced in support of their claim.

7. Non production of residential proof certificate or bonafied certificate by any disabled candidate will be treated as Non local candidate.

8. Two pass port size copies of recent photographs should be enclosed to the application one of which should be pasted to the application form in the space provided and the other copy should be firmly attached to the application form. Each copy of photograph should be signed by the candidate in ink on the front side.

9. Separate applications for each of the above vacant posts along with all the required documents should be accompanied by a self addressed and stamped (Rs. 5.00) envelop of the size of 12 x 28 cms.

10. All the above mentioned posts are declared and notified as Local posts only.

11. Proforma of applications forms will be available in Ranga Reddy District website, www.rangareddy.telangana.gov.in.
